It didn't happen like that.
It was countersunk in the one I got. According to my understanding, the old style is no longer manufactured, and retrofitting requires countersunk bolts. I hope this information is useful.

However, although the part was delivered on time, No bolts, despite other reviews stating that they received bolts with the part, no original packaging, and no indication that this is a genuine GM as stated in the description. Because this is a new style retainer, your old flat bolts will not work. You'll need new recessed bolts to install it, and an original GM kit of four will set you back around $12. Instead, get Mahle B31822 and use your old bolts.
There were no problems with the installation.
It's a good product with good quality.

Packaging is a disaster. Screws are not required. Existing screws will not work.
A 2000 LS1 engine from a Trans Am is being swapped into a Datsun 280z. This plate is designed to fit a block equipped with a Texas Speed 224R cam and an SLP 50002 Double Roller Timing Chain Kit. Bolts were not included with the plate, so I had to purchase them separately.
