When you order a set of rings for a motor, it usually comes as a complete set, and the rings should fit. If the top and second rings fit, it's possible that the oil ring groove has some carbon in it, giving the impression that it's shallow. I'd thoroughly inspect it to ensure that it is free of contaminants. You can clean it with an old ring, such as the top ring, by breaking it, turning it sideways, and running it around the oil groove. I hope this has been of assistance to you.
