My air ride system is set to 200 psi constant pressure. Will it maintain a constant pressure of 200 psi?

Yup. Even if they are not DOT certified, most tanks are pressure tested to exceed twice the listed PSI rating. I run 185 in two of these tanks all the time and haven't had any problems.

Is there a gloss black finish on the tank?

I'm guessing it's not a gloss finish, but rather a matte
