Are these compatible with comp cam 1417's self-centering roller rockers? Do I need ARP lock nuts if my machine shop mills, drills, and taps bosses?

You don't have to.

On a sbc, I'm running aftermarket heads. I'm looking for a 3/8 stud with a 7/16 thread to screw into the head. Is this the solution I've been looking for?

If you have 3/8" rockers, yes, these are exactly what you'll need. The thread on all SBC heads is 7/16" and screws into the head.

Will they work with stud gridle and roller rockers?

Yes, but as with anything else, make sure it's compatible by comparing all of the specifications and dimensions. On my 67 289, I removed the pressed-in studs and tapped the holes for these studs, as well as upgrading to COMP roller rockers and 4816-style studs. There are eight different types of guide plates. It's possible that new pushrods are required.

Is it inclusive of the nuts?

No, the nuts aren't included; only the bolts are.
