The powder should be added to a radiator that is mostly full of coolant. With the water, the powder gets sprayed around, and eventually ends up near the leak to plug it. Unless the leak is very small, it cannot be used.

We've been using this product for decades and it seals the leaks in radiators, timing covers, and heater cores like magic. Otherwise, this can often be a lifesaver. You still need to replace gaskets and hoses wherever they may be, but otherwise this can be a lifesaver. Thanks to Alumaseal, I have a 90 Ford that is still running on its original heater core.
A radiator that could not be filled for more than 15 minutes at a time was a problem. However, the next day, a small amount of water was leaking again after using the product. The leak did not appear to stop completely after using the product, but nearly so. Although the leak has been significantly reduced, it has not been eliminated completely. After purchasing half of the bottle of the same product from Walmart, the leak was completely stopped. Since I was so close, I grabbed a similar product from there, too. After ordering just one of this product, my father in law told me that perhaps I needed two, but only after I had ordered one. I might have been able to get by with a second one if I had used one.
To use it, I heat up the motor, drain some coolant out, and mix the Alumiseal with the coolant. In my case I add the mixture back into the radiator after the motor has been running. Thanks! It works like a charm!.
