As a game booter, how does it work?

Codes for 15 different games - This special disc contains a slew of cheat codes for games like Crazy Taxi, Dead or Alive 2, Rayman 2, Powerstone 2, and Virtua Tennis. The Cheats 'n Codes disc also functions as a bootloader, allowing European PAL and Japanese import games to be played on an American Dreamcast console. To play imports with the Cheats 'n Codes Disc, select "Play Game Without Cheat Code" but do not press the button just yet. Remove the Cheats 'n Codes disc from the Dreamcast, then insert the import game you want to play, then press the button next to the "Play Game Without Cheat Codes" option you highlighted, and the import will start up immediately.

Is this compatible with the import of Capcom vs. SNK 2?

Yes, all import games are compatible with this method. I have Capcom VS SNK 2 and have had no problems with it.

Is it possible to use this with VGA?

Yes, if you use a VGA monitor, this will work.

Is it possible to play this on a Dreamcast in Japan?

No, I do not believe that is true.
