Yes, that is no issue (I own nearly every mainstream console and have never seen a controller that is region-specific). It works great too, but it took a while to get through Japanese customs (like a week).
It's for sure, I'm sure of that. The one I have is mine. Both of them exist in my life.

The controller that comes with this game is incredible.
As far as I know, the Launchpad Saturn controller is an import controller that shipped with the Japanese Saturn launch models, but I had assumed it would be the white controller with colored buttons (so it would match my white Saturn). I also found it to be very dirty when I arrived. I am happy with it.
Make sure you are buying wisely. He wore an old, dirty shirt that had softened and had a different shade of purple than that shown on the website There are too many buttons and pad x switches to make them usable.
Ideal for emulation of any emulator, especially emulation of Mame!.
The controller was really dirty and yellowed but it worked. It was super fast to receive the package.
A genuine original pad that was taken very well care of.
