If you wish to manually open and close the mouth, you can do so. Toddlers would find it a little difficult. The first couple of times are a little stiff. Two is the age when my son does not care about anything. The little one loves to put the fingers in his hand. The Elmo puppet I've seen is probably one of the better quality ones. The arms can be moved easily and the plush is very soft. Due to the lack of legs (kind of reduces the ability to believability without legs), it loses 1 star, but I will probably attach some stuffed pants to the bottom in the future.
