There are some excellent finger puppets on here but I am not sure whether or not they can be used as cake toppers

I don't know of any other toys that my 3-year-old would like more than these. Her Daddy and I play a special game at bedtime with the puppets they have made ever since she was 3 years old. It's so cute to see these little guys. All I need to do is put them into a ziplock baggie and take them everywhere with me. I love it.
