A 9 year old may not like it because it is too small. The stroller is too big for my 12 year old, but she is able to push it around with my 5 year old because she loves playing dolls with her. To buy your 9 year old a real stroller, try to find a cheap model that is affordable. The right size would be available, and it would probably be cheaper as well.
There's a good chance it can be at the front. It isn't clear which seats will be seated in the middle or in the back. The clip that holds the stroller upright can easily pinch little fingers because the clip that is supposed to hold the pole the stroller is supposed to have slips off. This is merely an experience of ours that we are offering as a word of caution.

I love it. We found this stroller for my 8 year old son who still wanted a stroller. Having the ability to hold so many dolls is one of its greatest features. We haven't had any problems with the wheels being noisy on cement when compared to other strollers we've owned. Our aversion to that type of style had a lot to do with that. There have been some complaints that reviewers report it folds up when they're not looking. Once you push it hard enough (my 8 year old did it), it will click into place and you won't have to keep pushing it. In it, my daughter was able to fit 6 dolls. Oh my goodness! This doll is part of an American Girl set. Our favorite feature about it is that it folds The advantage of that is enormous. Also added to the package is a second wheel, which I really appreciate! It is definitely worth checking out!.
This stroller was purchased as a "triplet" stroller for my niece at a pretty good price. A cheaply made toy as you might expect, although the metal that makes up the frame bends very easily, but does not break. I discovered the bend as the hinges would not snap into place, and that was how I discovered how easy It would be too risky to fold it up to store it because we're worried it will break. The large size is stuck on it.
That all aside, its very well suited to her fine and medium dolls, and she and her brother love playing with it. My 3 year old was thrilled to receive it as a Christmas gift. It was the same price as paying for a double, so we looked for a triple instead. Her only complaint is that, when on walks, it veers to the right due to the wheels being out of alignment. In addition, since neither wheels swivel, it's difficult for her to keep it on the sidewalk when she needs to turn it back to the left. The battery lasts for quite a long time when she walks it around the house or around the block, but if we try to go out for a walk outside she gets frustrated really quickly.
