The whole thing isn't exactly clear to me, but I remember never using plastic and never being irritated by them, so I am pretty certain they are metal.
It is a pleasure to speak with you at It is arranged so that the bolt goes into the flange, and then the black rubber piece goes on top of the flange to protect the porcelain from getting hit by the metal of the flange and to keep the bolt from shifting.
It is not held in place by the toilet itself, but by something in the floor that does the job. Other screws hold the seat in place, but these ones do not.

There are not too expensive since this purchase was a total waste of time. The packaging is incorrectly labeled on Amazon and includes an incorrect return label (see the photos! ). We tested it with a neodymium magnet. It stuck to bolts quite aggressively. The Lenz Law of eddy currents does not apply- Clearly constructed from ferrous metal, not brass, this magnet has a high magnetic field. This is not for you if you don't want to spend your time constantly cleaning rust off your toilet.
The earrings are not made of solid brass. It was not clear to me what I was getting into, so I did not purchase. Just as you see here, it has two nuts and two washers. Keeping the two nuts and washers was not a problem. Rest of the garbage went in the trash!.
