Yes, you can use cable ties, but only tighten them enough to hold the cable in place without indenting it, and my recommendation is to use black ties because they seem to last longer because they are rated for outdoor use in direct sunlight.
My connection is plugged into a wall outlet directly. I've never taken a reading of the current draw. Any thermostat capable of switching a 15-amp load should suffice, in my opinion. Consult an electrician or review the manufacturer's specifications to ensure that the thermostat will meet your needs.
I checked the website, Ethan, and the pipe cable needs to stay dry! They do, however, make a water/wet location cable for use outdoors.
This method has worked for 3/4" white schedule 40, Pex, and CPVC. There has been no harm done as a result of it.
