Are these rated in terms of their impact?

This set does not have an impact rating; instead, you should look for the impaktor sets. Though I've used both and haven't noticed a significant difference in bit life, the bit holder, which has three torsion zones on the impaktor sets, is primarily responsible for the extended life. That isn't present in this set.

What's the deal with some bits being red and others being black? So, what exactly is the distinction?

Regular Phillips 1,2, and 3 are the red ones. The black ones are posidrives, which look like Phillips but have more slots in the grooves.

This item was shipped from Scotland!! The only issue is that the amount of diamond used on this is extremely insignificant; a kitchen knife probably has more diamond than this

There are no visible diamonds. The quality of these bits, however, is still superior to anything available in North America. This is something I would strongly suggest.

The diamond coat, I believe, was overlooked

I bought this set about a year ago and didn't notice the sandpaperlike coating on the tips of any of the bits until I looked closely. It still works fine, but it's not as good as the photos.
