Yes, there is a stop, but you can over flare, making it difficult; additionally, the flared edge becomes razor sharp with practice, and it does a very nice and quick flare.

Is it possible to use these with stainless steel tubing?

No, Thomas, Spin Tools was designed specifically for copper and aluminum tubes.

Is this something that could be applied to brake lines?

I have serious doubts about it. Brake lines must be double flared because they are simply too small. That type of flare isn't achieved with this.
