I found exactly what I was looking for here. It is perfect for me - the belt loop is a perfect fit - The bag easily fit a box cutter as well as a few spare pens I gathered throughout the day, as well as a small flashlight at one point. No need to rely on flimsy clips to keep stuff close at hand. On the front bottom part, there was a metal piece to be able to hang the tape measure onto - it was a very sturdy piece. Clipping a mini tape measure to my shirt was very straightforward.
