As an artist, we never stenciled on any sort of window or glass because stenciling on glass is not very easy because the paint will drip and bleed almost immediately after picking up the stencil, and the paint actually chips fairly To find out what product to use, you might want to consult with a hardware store or paint store. A paint company would be able to give you more advice and let you know if a paint will work on glass. This is Erik
You may want to consider using an adhesive spray to hold it in place. It worked on an oak table I painted white. It should work on a fence but you might need to use an adhesive spray to hold it in place.
