Is it possible to install them on existing house shutters?

If they're made of wood, you can say yes. This will not work on plastic shutters because the iron is too heavy and will wiggle and work loose on plastic shutters, in my opinion.

Is it possible to replace the center bolt or screw with a longer one in order to mount the shutter to the house rather than the shutter to the house?

Because of the shutter's side mounting, I doubt you'll be able to do so.

Is there a second one included?

It's only for show. I like it, but I don't think DUMMY shutter dogs are necessary. Pay close attention to the description.
