Yes, the Q22030CT2 has a 30 AMP INNER and a 20 AMP OUTER.
Although this breaker is not approved for use in a GE panel, you can make the breaker you need by combining GE THQP wafer breakers and handle ties.
One of these was installed on an older load center that I had. The tab on the newer bus bars has a notch in the middle. To make it fit, I had to cut a notch in the top. I compared photos of a newer Seimans and a Homeline bus bar and found that they are identical.
That orientation isn't available, I believe. However, unless you're short on wire length, I'm not sure why that matters. Even if that's the case, this takes up the same amount of space as two regular-sized breakers.

My existing breaker was matched to the 30 amp outside two double pole 20 amp inside breaker. The next day, it arrived with the same UPC code and model as my current one. Within 5 minutes, the system was up and running. The power has been restored, and there are no longer any flickering off/on or dimming bulbs.

Breaker is the best and most appropriate option. But isn't it insane that it's just floating around in a box with no packing? I'm glad this box didn't get tossed around too much because nothing was broken, but this is the first time I've ever received something like this. It's extremely strange.
It does what it should, and it was a lot less expensive than the big box stores.
