The top rail comes up quite high, but not quite as high as the bottom rail. But I'm short so I can lean over and hold on at the same time. You might not need to step on the top step either, as the second step is pretty high, too.

Worked well for me. You can use it easily and it's light. 200 lbs are the maximum weight it can hold. In my opinion, I stay on the middle step, and the handle at the top is useful. All that needs to be done is to put it.
It was a pleasant surprise to discover that they are still made and still good quality when I accidentally left one of these behind in my estate sale. This is the product I have been looking for in my apartment and it is very useful to be able to climb into cabinets and outside windows that are otherwise impossible to reach. When stored, it is rather tall, but it can be lifted from room to room and feels safe not to fall while it is in use.
It was important to me that there be a supporting structure at the top. There is no problem with this stepper because it has this feature. The steps should be wide enough for you to comfortably place your feet on them. In general, this stepper is a good one. We'd like it to be just a little lighter, but don't want to risk the safety of the system. The folding process is relatively straightforward.
