A Werner ladder from the D1300 series will fit this. The 250lb rating is only applicable to products manufactured Rails with blue end caps interlock with each other.

From an elderly neighbor who did not wish to go up an extension ladder again, I was given an old ladder. Despite the ladder's poor condition, I couldn't just throw it in the trash, since it was a gift from my sister! Following some cleaning and tinkering, I ordered these locks, installed them, and now have a fine, usable ladder that measures 24 feet The neighbor who walks by every time I use it smiles!.
To align the hole, the spring had to exactly line up with the hole, and tension had to be adjusted as well as the hole fit strictly. A ladder that appears to be.
In terms of the replacement part, it is great, but the hardware is garbage. In the process of removing bolts, I reused the hardware that I removed from what I took.
