Yes, but only in a minor way.

I'd start with dynamat or something similar, then glue or sew it to the flat parts of the carpeting.

It's quite effective. It's very easy to cut to size. On a new home build, I used it to wrap ductwork mounted in the attic. There is no evidence of condensation. It is very well insulated.

So far, so good, wrapped around some heating pipes. I may add a second layer because a lot of heat is released, but it's definitely an improvement over the bare pipes.
