There is indeed lighting on the wheel

Is it packaged in any specific way?

Packaging is in a manufacturer box (Size 18*14*12(in)).

Is there a flashing light on all of the wheels of the frames?

It lite up for me, as it does for most of the people I know. In the Zucca website, it says the black frames of the pro and flyer (probably both) are not illuminated.

I love it so much that my daughter loves it too. It only has a small issue with the Velcro that holds the bag down/attaches it to the frame with an indelible sticker.
