In short, yes. In any case, the dog would be too big if it wasn't small. Keep in mind the total body weight of the two adults AND the dog as well. Even if someone were so heavy that they caused the weight limit to be exceeded, I would imagine they would not enjoy kayaking.
If one wishes to cable lock this, I believe a cable that is LONG and THIN enough to pass through one of the scupper holes is most suitable. In this way, the whole craft is safely locked down. You might feel like someone will try to cut or break off the handle if you simply pass a cable through the handle.
This kayak does not come with paddles, but the Carlisle Magic Mystic or Magic Plus paddles in Sunrise will go well with it

Performance and handling are excellent with this kayak. It meets all expectations in both areas. I was, however, disappointed to find the fit and finish to be smaller than the three older Ocean kayaks our family has A lot of imperfections and "waves" can be seen Most of these are cosmetic, purely cosmetic, and have zero significance in terms of There's not as much precision and attention to detail in manufacturing today as there was in the past. Most products aren't nearly as durable and reliable as they used to be. Hopefully, this kayak will stand the test of time. Our technology is so much more advanced nowadays than it was a few decades ago, we can expect to produce better quality products. I have complained about all that, but it has lived up to Ocean standard, at least for the short time it has been owned.
A couple of years ago, we bought two of these kayaks to use with our kids (10 and 12 now). I have used them a lot, and they are still in great shape. Stable and comfortable, they are perfect for any situation. (If you have a long walk to your launch site, you might also want to consider a kayak cart made from PVC. ) They also tend to be a bit heavy, so if you have a long walk, consider getting or building a cart. There was no negativity in our experience with Back Country we had a minor issue when we arrived and the staff agreed to take care of it promptly.
