Your answer is yes. Originally designed for SCS-only bikes, it now fits HIC-only bikes, as well.

Where does the piece that screws in at the top come from and what is the name of it?

The compression bolt does not have this feature, and that's why it's known as such.

The fork doesn't need any other parts as long as you have HIC or SCS

Are these wheels of a certain size?

Wheel diameters of 120mm, 110mm, and 100mm are all suitable for this fork.
