That's correct, it's a lot shorter than I thought. I was expecting this strap to be longer than the one off of an old REI purse/crossbody bag, however it turned out to be shorter than I expected. That's a great idea, but I prefer the strap I have on my bag. It's being returned to me.

I think it's supposed to be tucked around the skate wheel, so you can carry your skates over your shoulder, but it gets all greasy and it's hard to remove. I tried tying the loops around the boot of my skates, but the material didn't seem long enough. Putting my skates in a bag or using the laces as a strap is still more convenient to me.

I used it to hook it outside of my backpack, but it is too short to use as a shoulder strap. It is long enough if you wrap the rope around just the wheels, but when you wrap it around the front wheel and boot, which is what I do because it's easier to get on and off, it is a weird length, so I can't wear it over the shoulders.
