It's not clear to me what you mean by adjustable... The reason they come loose and wear down with use is that they can be tightened. I tend to stop with one same foot most times so I tend to turn them if they wear out on one side. You can also shift them to a different skate if it gets worn down on one side.

Yes, I can dent it with my nail if I try really hard, but only if it is really hard. This would be the hardest rubber of all time if it actually is rubber. I am only marginally more comfortable with these stops than I was with the plastic stops that came with my Roller Star 750's that had no grip to speak of. Unlike the stops on rink skates, which are rubber and a very soft rubber at that, these are not like the stops on rink skates. As a result, I returned them.
