No, there aren't three flags on one belt, and I believe there are two sets.
It depends on how many belts you order; I ordered 12 of each of the two colors and received all 24 without issue; they are a good set of flags that I would definitely order again.
I wouldn't waste my time looking for just the clips because these are so cheap.
