My three-year-old daughter has the XS and SM size. Even when it's set to the smallest, it fits perfectly. When I debated about buying an XXS, I had my daughter measure her head and compared it to the size chart on Ovation's website. With a 19 she fits in the XXS. If she had been 25 inches tall, any of the options would have been available. However, I thought this one gives her a little more room for growth.
