Is there a set of two?

Yes, they were sold in sets of two. For the money, these are excellent spurs.

Are there any straps on the spurs? What does it mean in the description when it says "band"?

There are no straps made of leather. The plain band is the part that wraps around your boot's heel. It is plain if there are no decorations on it. They are in excellent condition.

Is it large enough to fit an 8-inch boot?

Yes. My son, who is a size 3 in children's clothing, was able to wear them comfortably, and my husband, who is a size 10, did as well.
