If it were to shred, I think it would happen pretty fast!
The outside is made of some synthetic bag material, similar to bags used for feed/seed, grain, etc. I've taken it apart and it's a synthetic bag. On the inside, you'll find a cardboard box filled with folded layers of foam. Neoprene or foam like this is used instead of rubber. Here's a sampling of what you'll see if I can get the pictures put on the web. In reality, it's just a cardboard box with rags stuffed inside, with an upper target cover on top.
