Medium is 14 inches, and I'm 5' 4", so it's just right for me.
Polyester is used to create it. I bought a light pink skort and can't seem to get the wrinkles out of it. It was very wrinkled when it came out of the box. I had it up for quite some time - The wrinkles are still visible. I washed it, but it was still very wrinkled. I have several other tennis skorts, but none of them are as nice as this one. I'm not interested in purchasing another.
