I bought a L and they fit well through the hips and the waist (as well as through the thighs). Your measurements are similar to mine. I purchased a medium and they fit nicely through the waist, hips, and thighs. I think a L is fine for you.
I wasn't expecting them to be this long. They may be worn at the waist, but they are long. I really like how they come down just above my ankles and are comfortable
These are great, just remember they are women's and not juniors. I made the mistake of ordering them in women's sizes which was just a little too big for them

I love how these look on you! These pants fit me well, and I have a hard time finding pants like these. I like the material (not too thin but not too sweaty). A sturdy and thick waist band can be found here. It's the perfect length for me. The jeans fit well even after losing weight from 170 to 150, even at 5'4 and with a weight loss of about 10 pounds.
