There is no cotton in this product. Polyester and spandex are used in the manufacture of these pants. The material is mostly polyester, but I am not sure about the percentages. In comparison with cotton, they are rather quick to dry by air.
It is true that the fabric has a slight sheen. It is not the same fabric used on the C9 curvy fit yoga pants that can be found at Target.

I've never found a pair of pants that fit and are as durable as these.
