I don't have the dimensions right now, but they'll work perfectly in a bar with a raised counter. They will, however, be too tall if you use a standard counter height bar.

Do these bar stools have a swivel feature?

The seat has a swivel at the top. The ring-studded area at the bottom, however, does not.

What kind of protection do the legs have on the bottom?

Plastic inserts, as seen on many bar-style bar stools.
