Get a medium, in my opinion. Just in case the small isn't big enough. However, if you decide to order a small to try it on, you can always exchange it for a medium.
There is no stretch in the neck. It closes with a snap along your dog's belly. It also has a hood that can be removed. Mine is very soft and of good quality, which I appreciate.

Teacup Yorkie, weighing in at 2 pounds. This adorable hoodie was finally the right size! I agree that the neck is a little too short. If you pull on it while slipping it over her head, however, it will stretch out nicely. Once it's on, it fits like a glove. That is, in fact, a huge benefit for me! One of the issues I've had with my dog is that when she tries to walk, her front legs slip out of the front sleeves and step through the neck opening [in every other outfit I've bought for her before this one]. As a result, she'll either walk out of it completely or, even worse, get stuck with one front leg in a front sleeve and the other hanging out the neck opening. This hoodie stays put once she puts it on, and she hasn't slipped out of it yet. When it's on, it's not even close to being too tight around her neck! This is one of those books that I can't say enough good things about. I happened to come across this and I'm so glad I did! I got a size XS for Gomez (my black boy in the yellow sweatshirt) and a medium for Franklin (my striking blue boy). Frankie has a weight of around 6 pounds. The only issue I had was that both of my guys have large heads, so it was difficult to get the shirts over their heads, but once they were on, they seemed to be quite comfortable. I will say that it is nice that it isn't too thick or bulky for them, as it makes it easier for them to move around in. They also appeared to be warm inside.
