My first reaction is to see it as cruel.
Guards are nice, but make sure the width is correct. The cage on my balcony is also 35 inches high. I buy a large seed guard.
Two of my bird cages are approximately 18 x 20 x 20, so I bought one for each. Given the amount of stretch left, I would bet that you will be able to wear it.

2 large round cages for our macaw, and he was dropping nuts and seeds on the floor when they fell from the cages. When I went to clean the cage a second or third time I found that there were two large holes in it from where the meat It doesn't bother me too much to get it off roughly and it doesn't wrap around the cage tightly. Elastic that is not elastic enough. The first time I used it, it fit the cage perfectly. It wrapped around flawlessly, and the elastic stretched under the cage so that there was no birdseed scattered. I love it! Nevertheless, after a week or two of use, the elastic that was supposed to use under the cage began to lose all its elasticity, and bird food was spreading everywhere once more. If there are no better suggestions, I think that the only way to fix the problem will be to pin the elastic that goes under the cage so that it becomes shorter.

A great product to add to a bird cage is the Sheer Guard bird cage skirt. I found it to be the perfect size for my oversized bird cage, with just enough extra for easy shoe-ins. As soon as I started using the skirt, seed chaff, feathers, and other debris on the floor underneath the cage were almost completely gone. My work is now so much easier since all I have to do to clean the cage is remove the bottom tray, place it under the cage, then lift the elastic band on each edge of the skirt so I can empty the contents into The skirt mesh is very easy to reposition the following morning once the tray has been cleaned and replaced.
