My glass birdbath is filled with water in it. In what did you hope it would be contained? This birdbath is made of steel and it is held in place with suction cups.

There are suction cups on it, so it is a secure stand. I don't think there is anything wrong with 14 inches.
I believe it can hold birdbaths that are up to 26" in diameter, although my bird bath is 20".

It's easy to suction the bowl to the suction cups. However, I recommend a flat surface, like a patio or deck maybe. The birdbath I have in my yard is wobbly because it is located in the grass. We need to stake the legs into the grass to keep it in place. I wish the curved legs would be more supportive. We should attach it to the grass with stakes. As they will need to be mowed, it will be a pain to get to them.
