- It may have been the case that Pendaflex licensed the Tops Products name It is the maker. The fact they are made in the USA, and they are better than some tabs (they have an angled "windshield" for easy viewing, as well as pointy end tabs for easy insertion and they fit into a standard hanging file folder - how useful! Sadly, this isn't always the case), but they are flimsier than those on the original Pendaflex documents. My work as an organizer means I use a lot of these tabs, and I find it disappointing that the quality has decreased.
