You should be able to insert papers when a seal is on them To prevent papers from touching the rings, there is a guard on the ring side. A guard such as this helps prevent the papers from getting stuck on the rings, and thus preventing them from slipping down completely. The design or manufacturing of the product was flawed.
It is a great value for money, and these plastic folders are thick and sturdy. The folders I have used for research have been helpful to me as I write a book.
