Despite the description stated that legal sized files will fit, when I opened it, they would not fit because of the width. In order to hang a legal sized file, you would need to get a different rail.
Each drawer has its own lock, and there is a separate key for each. Keys operate in both drawers, and a total of four keys are included. There is no difference between them. This may be of some help

The cabinet is a great cabinet for the price. It comes with two locks on the top and bottom and has a nice appearance after assembly. As well as matching the other cherry colored office furniture perfectly, it didn't even look as if it was from a different supplier. Having black handles that are unobtrusive and rails so you can mount hanging file folders adds to the attractiveness of the file cabinet. I did take two hours to assemble, as the directions suggested, and I had to follow them precisely to get it to close. The site looks and works much better since that issue was resolved.
It was very easy to follow the directions. It didn't take me more than an hour and a half to put together the filing cabinet. Exactly the same as my desk, this cabinet has a similar look. Excellent purchase. I am very happy with it.
