Could I print on these and use an ink stamp, or will ink smear? If they were more plastic than paper, would I be able to print on these?

An envelope made of paper is certainly in evidence here. Depending on the printer and ink used for the stamp, it would depend on how printing and/or stamping are performed. In theory, you should be able to print on the envelope itself if it can feed through your printer. Ink stamps would most likely work, you just have to allow them to dry when they are done.

We found the best price and the perfect size for our needs! Basically, you moisten the adhesive gum on the 9" side of the envelope and it holds tight (that's why the flap is on the 9" side of the envelope). These are thick enough so that you cannot see through the paper and sturdy enough to hold the letters comfortably. If the size that you need is in this product, then you are in luck!.

There are some envelopes that lack glue or don't have enough of it

I believe that 10% of the envelopes in the last batch do not have enough glue on the flap. Even if they are irritating, I'm not going to complain about the price. I'll keep buying them anyways.
