Is this a cello for people who are new to the instrument?

It is, and it is of extremely low quality. It broke up in less than a year, and they refused to support it.

Is there a carrying case for this?

Yes, it comes with a lovely soft carrying case.

Is rosin a part of the package?

The cello comes with rosin, but be aware that it is of poor quality. Mine had two cracks in it.

For a beginner, this is an excellent cello
