Can you tell me the dimensions of this arm (i.e. Which size and length do you want for the tube?)?

A tube with an inside diameter of 7/8" and a length of 4" would be suitable.

What type of drums will this work on?

It would still be okay for me to say yes even without knowing what drum kit you have. Across all pearl lines, these are pretty standard.

Can they be used on sonor safari tom wheels? What I heard is that they work only ?

While I'm not sure about your drums, I put them on a set of old Ludwig drums, so I'm sure they'll work on others as well. Seeing as it is the right diameter, I honestly don't think there will be any problems.

A little bit of care is required

It is not intended for bass drum mounts. Unfortunately I didn't break out the tape measure, but this is advertised as a fixture that can hold a tom to Unless your bass drum is very tall or you are very short, then that won't work. Pearl hardware is reliable, but if you plan to attach it directly to the bass drum you should probably get something bigger.

I took this apart and fixed it. It is not possible to purchase swivels. This was a cost-effective option to have them separate.

In order to multi-use these, I bought them A drum kit I recently overhauled could be equipped with a low gear system that snaps to Cymbal Stands. Pearl's optimounts could be installed on my floor tom with mounting toms. It does a good job holding a 16-inch floor tom and the memory locks allow for easy set up and adjustment.
