It is hard for me to tell you the "Official" answer but they are assembled in China according to the packaging. Besides the Fluke Test Leads made in the US, there are also leads made in the Netherlands, etc. Fluke has several manufacturing facilities throughout the world, so it might have something to do with it.

They came in a clear bag and unfortunately are of For 30 years, I have used Fluke products, and I feel confident that I know the brand because even though the moulded plastic says "Fluke", they have no credibility, and are most definitely counterfeits. Out of the package, the new leads weren't performing as well as the worn out ones I had on my 325, so I reconnected those. Even the windings and components of the motor were difficult to measure with good enough connection between the leads, let alone the ohm resistance.

The TL71 leads that came with my Fluke 189 I bought in 2005 are still in good shape. As a result, they now make intermittent contact when the leads are wiggled. Normally I wouldn't be upset, but I'm not a technician and this meter has been used a very little amount. In all honesty, I probably only used the leads 30 times at most, so I'm kind of upset. There are no obvious signs that the lead was babied, so I can't pinpoint how the failure occurred. I am really pleased with this meter it is made in the US and comes with a lifetime guarantee. The TL71 leads I bought only have a one-year warranty, so I will have to purchase new ones! The devices may have been defective from the start and I failed to recognize it until they were no longer usable. While there is a slight price difference between these and the industrial/master testers, it might be worth it to spend a little extra money and get the TL224 leads and TP220 test probes like the ones above. My suggestion is that if I were paying $24 for leads, I'd want ones with interchangeable test probes that I could use for different tests. A. Fluke leads are actual. It has a great feel to it and works well. The insulation on this wire is flexible and heavy gauge.
When I purchased this multimeter, I bought one that was missing a lead and I'm happy with it since it's my first.
