Yes, but not in such a way as to be impenetrable. Pay attention to the size, and if it appears to be opened and used, immediately return it.

Will these help me open up if I try to insert a 30 fr catheter?

I wouldn't use these for stretching because 30 fr is equal to 10mm or 1cm. Instead, I'd use them for fun. find sum- Something with a bit more ring to it.
