I'm not sure if I got one or not. So no, but I did file the paperwork away a long time ago. The gauge is a fantastic tool.
I'm not sure what the maximum flow is, but it will keep up with a oxy propane setup cutting 1/2, 3/4, and 1 inch without missing a beat.
Other than the mechanical mechanism, I have no idea why it's so difficult to adjust the regulator beyond 200 psi. Mine is the same, and it only adjusts to a maximum pressure of 300 psi, not the advertised 400 psi. If 300 pounds per square inch is acceptable, then the regulator is acceptable.... It's not a high-end instrument, but it's not cheap either.
The one on the right screws into the tank, the one on the left is a fill hose connector, and the one on the bottom is a safety release. I had to return the one I purchased because it didn't work properly.

I used it to do the HVAC for my nitrogen bottles, and it worked perfectly.
It is something I would recommend to anyone. I'm using mine to air down and then up the tires on my 4X4 before heading out on the highway.
I haven't had any issues or complaints, but I've only used it once.
To keep refrigerant lines clean, we use a lot of nitrogen as an HVAC company. This is an excellent product, and I will be ordering more.
Regular works well, but I should have purchased a hose when I first purchased it. Refilling and rebuilding motorcycle shocks with it.
When I opened the tank's valve, I heard a hiss from inside the regulator itself, even though there should have been no nitrogen flowing. Then I set it to 150 PSI and was surprised at how difficult it was to get that pressure by turning the regulator adjustment. It almost feels like you're going to break something, which isn't a good thing when the inlet pressure is 2000 PSI and the regulator could become shrapnel. On a high-quality US-made Yellow Jacket gauge, 150 psi on the low side gauge translates to only 120 psi. When you press your finger on the gauges, they "stick" and change their readings. This is standard Chinese junk with no brand name. Mine will be returned, and I'll replace it with something from a reputable brand, which "Betooll" clearly isn't. You get what you pay for, and this subpar regulator isn't worth the money.
The gauge does not have a high level of precision. However, once set, the output pressure will remain constant. This worked perfectly on a nitrogen bottle for me.
