Use a hair dryer with a high heat setting. I don't believe a food sealer could be used to shrink food. But I'm thinking about working on the bag's seal. To seal the bag, I use a small (and inexpensive) soldering iron and metal ruler, followed by a hair dryer on the individual bagged items. It really works. Shrink-wrapping jewel cases is how I use the bags.

My soap is packaged in these shrink wrap bags. They are extremely shrinking. I used to use a blow dryer, but now I use a heat gun. The blow dryer is adequate, but it pales in comparison to the use of a heat gun, which also shrinks faster because the heat gun is much hotter than the blow dryer. If you don't have any other options, a blow dryer will suffice.
These shrink wraps have made my life so much easier! They're exactly the right size for my soap bars. It is extremely simple to operate. Simply place the item between the two and shrink it with a heat gun. Great texture, not too thick or hard, protects my soaps from dust while still allowing just enough scent to come through. Because the wraps don't wrinkle as much as other wraps, the labels stay put.
These did not shrink to the shape of the cookie, and after shrinking, they were extremely hard. A lot of them popped open again. These aren't the correct ones!.
As soon as it is exposed to heat, it is broken! It's awful! Even at low heat, ALL of the bags I've used (about ten or less) have broken. When I put the heat gun to them, they didn't move at all, so I had to move it closer. It started working with closer heat, but then it got too hot and punched holes in the paper, so I had to throw it away.
Purchased for the purpose of packaging soap. I was extremely dissatisfied with my final result. I didn't try to shrink it with heat.
