Because the base is solidly welded to the shaft, no chain can be attached. Otherwise, you could drill a hole through the pedestal's side and secure an I-beam. To attach a chain to, use a hook or snap. You could possibly weld a hook to attach to, but you'd have to repaint the area.

How big are the anchor bolts that come with the package?

The anchor bolts have a diameter of 3/8" and are 3/8" long.
