It's probably sticky, but they're supposed to pull dirt off your shoes when you step on them.
These mats are used in the construction industry to keep dust and debris out of rooms that have been cleaned. Taking things out of boots is very effective.

The mats should be changed on a daily basis. I do, however, switch them out once in a while. Each mat comes with 30 sheets, which should last you 30 days.

When moving from a work area to a clean area, these are ideal for capturing drywall dust. Particularly in a home. I haven't had any issues with my shoes sticking to the floor or sliding. They have the perfect amount of stickiness, but they will continue to pull dust off shoes for several steps, so I recommend using two mats together. Each used layer can be difficult to remove without tearing, but start with the numbered corner and pull with two hands to avoid tearing the sheet.
To keep sawdust from my shoes out of the rest of the house, I hang these in the doorway to my basement workshop. I can't think of a better way to handle that situation. I used double sticky carpet tape to secure this pad to a piece of plywood, though you could spend a lot of money on a custom tray if you wanted to. For a home workshop, my method works perfectly.
For those who want to know if walking their pets on this is safe. It is. I have three cats, all of whom have their paws cleaned. The only issue was that one pad did not come with the back sticky to stick to the floor, but that was easily fixed with duck tape.
It doesn't stick to the floor, so my husband had to tape it down.
These are what we use to enter and exit dusty-floored work areas. They are more than sufficient to remove small particles from your footwear when entering a clean or unaffected area of a job.
For construction, things haven't gone as planned.
