I bought this when I learned that it was required for some of the trails we planned to ride out west; there are cheaper ways to put together the kits, but I needed something simple and quick. If we were stopped and searched, the bag also said "spill kit" right on the outside.
This is something I purchased to keep in my RV. I think the price is a little high for what you get, but it should make spills a lot easier to deal with, and it's an added bonus to help control the environmental impact if you do have a spill.
